Sandra M. Chester

Sandra Chester is a senior healthcare executive with over 30 years of management experience, including 13 years as a hospital chief executive officer for a large, publically traded hospital company. Sandi is also a registered nurse, which provides her the unique ability to assess the clinical milieu and efficiently adapt it to sound management principles. Over the years, she has served in senior executive positions in large and small not-for-profit and for-profit hospitals.

Sandi’s effectiveness lies in her ability to develop cohesive teams, streamline operations, and increase revenue through new program development and physician group affiliations. She has expertise in developing revenue enhancing programs which create comprehensive continuums of care, which include the additions of higher and/or lower levels of care, community outreach, and physician recruitment. Additionally, her clinical background affords her the ability to evaluate and improve licensing and quality of care deficiencies. Sandi became the CEO of a hospital that had been placed on probation by the Joint Commission. In less than one year, she worked with staff and physicians and was able to pass the survey removing the hospital’s probationary status. She was transferred to another hospital specifically to manage that facility through an Office of Inspector General (OIG) investigation. The OIG settlement lasted several years and required Sandi to restructure physician and physician group relationships, while maintaining their good will.

Sandi is experienced in multiple aspects of clinical and executive management. She has held senior nursing positions, assistant administrator and vice president positions. Those roles have included the management of clinical and non-clinical departments. Sandi’s “from the ground up” experience prepared her for the challenges of developing service lines, streamlining management and establishing mutually beneficial relationships with physicians and physician groups. She was also part of a hospital union negotiating team that developed a “model” union contract to be used among several company hospitals.

  • HASC Representative to the Los Angeles County Bioterrorism Task Force

Sandi holds a Master of Science Degree in Health Care Management from California State University, Los Angeles (CSULA), a Bachelor of Arts degree in Political Science from the University of California, Los Angeles (UCLA), and an Associate of Arts degree with Registered Nurse Certification from Los Angeles City College (LACC). She currently serves as the Board Chair of a $50 million multi-state foster care agency providing care to over 1200 children and families.
